Board of Directors
    The Texas Energy Museum is privileged to be led by a dedicated team of individuals passionate about the past, present, and future of energy. Our Board of Directors is comprised of accomplished leaders from diverse fields, including industry and community organizations. Their expertise and commitment are essential in guiding the Museum's mission and ensuring its ongoing success. We are grateful for their dedication to preserving our energy heritage and their efforts to illuminate the path to an innovative energy future.

Mark Skobel, President
    Recently retired Vice-President and General Manager of the Valero Port Arthur Refinery, Mark began his tenure at the Port Arthur Refinery in August of 2017. He began his refining career in 1977 as an Operator for the Charter Oil refinery in Houston, Texas.  Mark has held the General Manager role at six Valero locations in his forty-seven year career.
    Mark holds a Bachelor of Science Degree in Industrial Education from California University in California, Pennsylvania, and a Master of Science Degree in Occupational Education from the University of Houston.  Mark and his wife, Jill, have been married 37 years. They are the proud parents of two children who have blessed them with three Grandchildren.

Chad Anderson, Vice President
     Chad joined Indorama Ventures Limited (IVL) in January 2020 as Vice President of Manufacturing of IVL’s Integrated Oxides and Derivatives, a new vertical that comprises (i) the Chemical Intermediates and Surfactants business acquired from Huntsman Corporation in January 2020, (ii) IVL’s legacy EO/EG business in the US and (iii) IVL’s recently commissioned 440,000 ton/year ethane cracker in Westlake, LA.
     Chad has worked in the Chemical industry for over 20 years in a variety of manufacturing positions. He has spent the bulk of his career working for Huntsman Chemicals, now Indorama. Prior to Huntsman, Chad held various roles with Lucite International, Akzo Nobel Polymer Chemical and Equistar. He is based in Port Neches, Texas.
     Chad earned a Bachelor of Science in Chemical Engineering from Lamar University. He began his career at Equistar in 1996 before subsequently moving to Huntsman and Indorama.

James Dishman Jr., Treasurer
     James Dishman Jr. is a retired oilfield services regional manager. He has 41 years of experience serving in the oil and gas exploration industry on the Gulf Coast. He was born and raised in Beaumont, Texas, and holds a Bachelor of Science in Industrial Technology from Texas A&M University.

Mike Burrow, Secretary
     Mike Borrow is the Founder and Chief Executive Officer (CEO) of Burrow Global, LLC, a leading company in the EPC (Engineering, Procurement, and Construction) industry. With over 40 years of experience, Mike is renowned for his strategic vision and leadership excellence.

Pat Avery
    Pat Avery holds degrees in Biology and Public Administration from Drake University, in Iowa. Starting as a personnel assistant at Church's Fried Chicken, Inc.; she rapidly advanced to leadership roles in human resources at Bleyle of America and Mobil.
    At Mobil, Pat broke barriers as the first woman and minority manager in several employee relations positions, at multiple locations. She culminated her Mobil career managing human resources at the company's Polyethylene Plant, in Beaumont.
    In 1998, Pat joined Total's Port Arthur Refinery as Administrative and HR Manager, overseeing a broad range of departments including HR, payroll, training, labor relations, and more. In 2013, Pat joined Griffith Moseley Johnson & Associates as Vice President, Global Business Development. She represented numerous petrochemicals and refining industry clients; she retired in March 2015.
    In March 2019, Pat took the position of President/CEO of the Greater Port Arthur Chamber of Commerce in Port Arthur, Texas. She retired from this position in 2023.

Skylair DeRanieri
    Skylair DeRanieri is the Director of Maintenance Support at Cheniere and is responsible for setting the strategic direction of maintenance related activities across their Sabine Pass and Corpus Christi assets. She oversees and enhances maintenance practices by driving maintenance operational excellence and managing a team of experts in the field. Skylair has been with Cheniere over ten years and has a background in maintenance planning, scheduling, and turnaround execution in the oil and gas industry for the past 20+ years. Prior to joining Cheniere, Skylair worked for BP at their Texas City Refinery and across multiple locations in their pipeline division.

Chris Fisher
     Chris Fisher is the Port Director and CEO of the Port of Beaumont. Chris joined the Port of Beaumont in 1981, and was appointed to his current position on May 20, 2002. As Port Director, Chris is responsible for the day-to-day operations of the Port, currently the seventh largest in the nation in terms of tonnage and the top strategic port in the U.S. for handling military cargo.
     Chris holds a Bachelor of Business Administration degree from Lamar University (1988) and a Master of Business Administration degree from Lamar University (1993). He began his career at the Port of Beaumont as a member of the port’s security/police team while attending Lamar University. During that time, he obtained advanced certification from the Texas Commission on Law Enforcement.
     Chris is a native and lifelong resident of Southeast Texas; he and his wife, Melissa, reside in Beaumont.

Jeremy Horn
    Jeremy Horn is the Vice President of Operations for Golden Pass LNG, where he oversees the operations, maintenance, engineering and safety, health, security and environment teams.  Jeremy has over 20 years of experience in a variety of operations, engineering, and strategy roles across the globe with ExxonMobil. 
    A native of Southeast Alabama, he received his bachelor’s degree in chemical engineering from Auburn University and his MBA from the University of Texas at Austin.  He resides in Beaumont with his wife, Allison, and their two children.

Phil Matherne
     Phil joined ExxonMobil's Beaumont Complex as Refining and Chemical Plant Manager in December 2024. With 30 years of experience in manufacturing and headquarters roles, he oversees all aspects of ExxonMobil Refining and Chemicals operations in Beaumont, ensuring Safe, Reliable, and Profitable Operations. He also holds leadership responsibility for NRTP operations in Beaumont.
    Prior to this role, Phil served as the Singapore Complex Integration Manager. His extensive refining experience includes positions such as Operations Excellence Manager, Operations Manager, Process Department Head, Integrated Event Manager, Business Team Leader, and various Second-Line Supervision and Engineering roles.
    Phil holds a Bachelor of Science degree in Mechanical Engineering from the University of New Orleans. He is married with one son, three daughters, and two granddaughters.

Stephen Mouton
    Stephen Mouton, General Manager of Tiger Industrial Rentals, has more than 25 years of progressively responsible experience directing more than 8 branches with over 150 employees in the Texas, Louisiana, and Oklahoma regions and internationally operating in Colombia.
     Stephen was the startup champion for all five major product lines that drive the business today, including industrial cleaning equipment, pumps, generators, blast resistant buildings, and mats. His expertise of the upstream, midstream, and downstream oil and gas market as it relates to these product lines were organically acquired.
     Stephen studied Business at Lamar University in Beaumont, Texas.  His day-to-day activities are focused in sales management, marketing, operations management, product development, corporate strategy, MOU’s, startups, and contract negotiations. Additionally, he has been cross trained, involved in, or consulted on many Tiger Offshore international projects.

Sina Nejad
    Dr. Sina Nejad, P.E., P.Eng. is the founder and president of Sigma Engineers, Inc., one of Southeast Texas's premier engineering and architectural firms. A structural engineer with specialized expertise in blast-resistant buildings, Dr. Nejad has established himself as a leader in the engineering profession through his technical acumen and commitment to advancing the field.
    Dr. Nejad serves as Chair of the Texas Board of Professional Engineers and Land Surveyors, providing leadership and guidance to the engineering profession in Texas and beyond, overseeing approximately 80,000 engineers and land surveyors in our state.
    Dr. Nejad earned his degrees from Lamar University, where he was honored as a Distinguished Alumnus in recognition of his outstanding professional achievements. He is a founding member of Lamar University's President's Circle and a former President of the Board of Trustees for the University Foundation Board.

Jeff Newman
      Jeff Newman is the Executive Vice President of Operations at Motiva. In his role, he oversees the operational side of Motiva’s business, including all business related to Motiva's refinery, the largest in North America. He also oversees the chemicals plant, the Marine team, and the Terminals & Pipelines team.
     He brings more than 30 years of experience in refining operations to his current position. Jeff has been a part of the Motiva family since its inception when he began his career at the Norco Manufacturing Complex in Louisiana, returning to Motiva in 2010 to work on the Crude Expansion Project in Port Arthur.
     Jeff earned a Bachelor of Science degree in mechanical engineering from the University of Southern Alabama. He and his wife Becky have two adult children. In their free time, they enjoy time on their sailboat in Galveston Bay.

Megan Norris
      Megan Norris is the Industrial Accounts Manager for Entergy Texas. Her team manages active accounts for all local industry sectors including petrochemical, metals, pipeline/transportation, and facilitates industrial growth in Entergy’s service territory. Her career trajectory includes early roles as a project manager in the chemical industry. Prior to her current role at Entergy, she led the Distribution Operations Center, overseeing the control and operation of the distribution power grid for Entergy Texas. With a 20-year career focused on the energy sector, Megan possesses extensive experience in electrical power generation and distribution.
     Norris holds a bachelor’s degree in Mechanical Engineering and a master’s degree in Business Administration from McNeese State University.

Mike Roebuck
    
Mike Roebuck is the CEO and owner of Echo Group in Port Arthur, TX. He has worked in the family-owned business since the company’s inception in 1976. In addition, he is the co-owner of several other companies that provide industrial services to the Petro Chemical industry throughout the Gulf Coast Region.
     Roebuck is a lifelong resident of Nederland and a graduate of Nederland High School and Lamar University. Along with the Texas Energy Museum, he also serves as a board member for Donald T. Boumans Foundation and Christus Health Foundation of Southeast Texas.
     Roebuck has been married to Kelly Hefner Roebuck for 41 years and they have four children and ten grandchildren.

Jerry Stumbo
    Jerry Stumbo moved to Beaumont and was made the Vice President and Refinery General Manager for the Valero Port Arthur Refinery in July 2024.  He currently has ten years of service with Valero.  Prior to his current role Jerry was the Vice President and General Manager for the Valero St. Charles Refinery for 7 years.
    An Oklahoma native, Jerry earned Bachelor of Science degrees in both Chemical Engineering and Psychology from Oklahoma State University. Out of college, he worked in the ethanol industry before moving into oil refining where he has worked for the last 25 years. Jerry began his refinery career with what is now Phillips 66 in Oklahoma and then eventually was the Site Manager for Phillips 66 at the Santa Maria Refinery in California.
    Jerry and his wife Kristin have three sons, with their youngest son still at home with them while completing high school.  They are very active in the communities in which they live through volunteerism and participation with several community foundations and agencies.

Juan J. Zabala
     Juan J. Zabala is the Vice President for University Advancement and Chief Executive Officer of the Lamar University Foundation. Juan became Vice President for University Advancement in 2014 after serving as Associate Vice President of University Advancement since 2012. He began serving as interim in that position in 2011. Additionally, he became the C.E.O. of the Lamar University Foundation in 2013. He directs the activities of the foundation, development, alumni affairs and advancement services. Juan joined Lamar University as director of alumni affairs in 2003. Supervision of the Advancement Services department was added to Juan’s portfolio in 2007.
     Prior to his appointment at Lamar University, Juan served as assistant dean of the University of Texas School of Law.
     Juan has a Master's Degree in Business Administration from Lamar University as well as degrees from Sul Ross State University (Alpine, Texas) and BYU Idaho (Rexburg, ID). Juan has more than 30 years experience in administration, university development and alumni relations.
